You can definitely use a hitch extender with the Thule Apex Swing XT, part # TH9027XT. The Apex Swing XT has 7-1/4" of clearance from the center of the hitch pin hole to the closest part of the rack. So, you only need about 7" more inches of extension.
I recommend the Curt Extender, part # C45791. It fits 2" hitches and has 8" of extension. This will give you just enough space to clear your tire. I've linked to a video review of this extender below.

There is an option for a hitch lock for the original (manufactured before 2021) Kuat Transfer bike rack that you can use other than the Anti-Rattle Hitch Lock for Kuat Transfer Bike Racks # HLT.
The other option is a cable and hitch lock combination, with the hitch lock securing to the Transfer's existing hitch pin, and there is an option for 2 cable locks and a hitch lock, or 1 cable lock and a hitch lock:

From what I could find there shouldn't be any difference between a European wheel bolt pattern and a US pattern. With that being said, you can verify this by measuring your existing bolt pattern to make sure it matches up to what we have available. The Yakima BackSwing part # Y02483 that you referenced is a form of hitch extender as there isn't a way to add the pivot function without also adding length. This does add 14 inches as an extender and also does cut tongue weight capacity of the hitch by 50 percent due to added length. The Universal Brake Control Wiring Adapter Ford, Land Rover, Lincoln, Mercury, part # 3035-S, will fit Land Rover LR3 and Range Rover within the model years 2005-2007. I would be happy to list out the Thule roof rack, with Evo crossbars, you will need to use a Thule Hullavator item # TH898 on 2023 Land Rover Defender but I have no idea what crossbars or rails you currently have. It doesn't look like you ordered them from us so I can't accurately answer whether or not they'll work on your Land Rover. This roof rack requires your Land Rover to have tracks preinstalled on the roof from the dealer. We don't have an option for a bare roof.

The Titan Chain Snow Tire Chains w/ Cams - Ladder Pattern - V-Bar Link, part # TC2828CAM, and the Glacier V-Bar Snow Tire Chains with Cam Tighteners, part # PWH2828SC, are indeed incredibly similar.
In fact, they are both made of steel, have the V-Bar design, and have the 4 cam tighteners.

I would love to give you an exact recommendation on a bike rack that would work for you but unfortunately I cannot as there are simply too many variables. For example, there are many different types of Pedego Bikes and there isn't one rack that works with them all. Unfortunately we do not have towing components like a hitch or wiring that have been confirmed to fit on the 2020 Land Rover Defender yet, but if your vehicle came with the towing package included you should already have a hitch and wiring present though. For that, we have the SeaSucker Monkey Bars Roof Rack, part # 298-SX6000B. These use vacuum cups to mount to the roof and provide you with round bars. They are 48" long and have a 150-pound capacity, but make sure to check your owner's manual to ensure that your roof can handle that weight.

I do have a potential solution for you, but I do not have an extender that will measure exactly 12". At least nothing that will be rated for use while flat towing. I do have a 14" hitch extender from Gen-Y part # GY89SR. This is rated for 10,000 lbs towing and 500 lbs tongue weight.
It is recommended to use an anti rattle device like part # e99007 when using an extension. This will help to reduce any additional play at the hitch. You will also need a second hitch pin like the # e98880.

Yes, the Titan V-Bar Ladder Tire Chains part # TC2828CAM are a fit for your tire size of 255/60R20 and would work great. V-bar chains are really great in icy conditions too since the v-bars break up the ice. I would recommend tensioners too like the part # TCMA2.
